With the intention of directing "the application of international human rights law to criminal law," the report—which was written by the International Committee of Jurists (ICJ), UNAIDS, and the Office of the High Commissioner for Human Rights (OHCHR)—was published on International Women's Day.

The paper, known as the "8 March principles," advocates for the decriminalization of drug- and sex-related offenses, including as pedophilia and incest.
